Case Study 1
Gelang Patah / Iskandar Puteri, Johor: When Data Centre Expansion Met Community Concerns
Background
Johor has emerged as one of Malaysia’s most important data centre development corridors, driven by its strategic location adjacent to Singapore, availability of industrial land, infrastructure connectivity and growing demand for regional digital infrastructure.
Within Johor, the Iskandar Puteri area has become a major focus of data centre investment. The rapid expansion of digital infrastructure has brought significant economic opportunities, but it has also introduced new questions concerning how large-scale technology facilities should coexist with existing communities.
In early 2026, residents in the Gelang Patah area raised concerns regarding nearby data centre developments, becoming one of the earliest visible examples of community resistance towards Malaysia’s accelerating data centre expansion. Reports highlighted resident dissatisfaction relating to construction impacts, dust, changes to the surrounding landscape, and concerns regarding future pressure on local resources.
Unlike several United States cases examined in →A09.01, where disputes emerged after facilities had commenced operation and generated persistent acoustic concerns, the Johor case developed largely during the construction and development phase.
This distinction is important.
The community response was not primarily a reaction to measured operational noise. Rather, it reflected broader uncertainty about how a large-scale digital infrastructure development would affect the surrounding environment and quality of life over the long term.

Based on the publicly available information, several observations can be drawn:

Second, timing matters.
International experience suggests that addressing concerns during planning and construction stages may prevent future disputes after operation begins.

Even where developers comply with regulatory requirements, community acceptance may depend on whether residents understand the project, trust the decision-making process and believe their concerns have been considered.
Case Study 2
Kota Damansara, Selangor: When Data Centre Planning Became a Community Consultation Issue
Background
While the Iskandar Puteri case illustrates how community concerns may emerge during large-scale construction activities, the Kota Damansara case represents a different stage of the development process.
Here, the central issue was not an operational facility generating environmental impacts, but a proposed data centre development located within an established urban community.
Kota Damansara, located within Petaling Jaya, Selangor, is a mature township comprising residential neighbourhoods, commercial areas, schools and community facilities. Unlike large industrial corridors where data centres are typically planned, the proposed development attracted attention because of its proximity to existing residential areas.
In July 2026, residents became aware of a proposal for a commercial data centre development in the area following a public notice issued in relation to land matters and planning permission applications submitted to the Petaling Jaya City Council (MBPJ). The notice invited adjoining landowners and members of the public to submit objections regarding the proposed development.
The case quickly became a public discussion concerning a broader question:
How should large-scale digital infrastructure be integrated into established communities?
Unlike the Iskandar Puteri case, where residents experienced direct construction impacts, the Kota Damansara concerns developed primarily through the planning process itself.
This distinction is significant.
It demonstrates that community concerns may arise before any physical impact occurs, based on expectations regarding future operational conditions, surrounding land use and confidence in the decision-making process.
Following extensive public discussion and the submission of objections, the developer’s consultant subsequently withdrew the planning permission application on 28 July 2026. According to MBPJ, the withdrawal was intended to allow the developer to re-evaluate the feasibility of the site and its development components so that the proposal would be more economical, sustainable and compatible with the surrounding neighbourhood. The related applications for land alienation and land surrender submitted together with the planning application were also withdrawn.
The case therefore evolved from a planning proposal into an example of how public participation may influence the ongoing development and review of major infrastructure projects before any planning decision is reached.
Community Concerns
Location and Compatibility with Surrounding Development
The primary concern raised by residents was the suitability of locating a large-scale data centre within a predominantly residential environment.

The issue therefore expanded beyond the technical characteristics of the proposed data centre.

Community Response and Objection Process
Residents responded through several channels.
These included:

The subsequent withdrawal of the planning application demonstrates that Malaysian communities currently rely primarily on planning and democratic processes rather than legal action to influence major infrastructure proposals. Although the developer did not attribute the withdrawal solely to public objections, the case illustrates how community participation forms part of the broader planning process before any approval decision is made.
This differs from several United States examples discussed in →A09.01, where disputes progressed into litigation after facilities commenced operation. In Malaysia, community engagement has thus far remained concentrated at the planning stage, before construction and long-term operational impacts occur.
Response from Elected Representatives and Government
The issue attracted attention from local and national political representatives.
The Kota Damansara assemblyman was reported to have supported residents in submitting objections to the proposal.
The Sungai Buloh Member of Parliament, Datuk Seri R. Ramanan, also submitted an objection letter to MBPJ after receiving concerns from residents. He highlighted issues including site suitability, community wellbeing, infrastructure impacts, environmental considerations and quality of life.
He subsequently stated that the issue would be brought to Cabinet discussion, particularly regarding the need for more comprehensive guidelines and mechanisms concerning the placement of data centres, especially near residential areas.
Subsequently, MBPJ confirmed that the developer’s consultant had formally withdrawn the planning permission application together with the associated land applications. According to the council, the developer intended to re-evaluate the proposal with greater emphasis on economic feasibility, sustainability and compatibility with the surrounding neighbourhood before considering any future submission.
Importantly, the political response did not frame the issue as opposition to digital infrastructure itself.
Instead, the discussion centred on whether appropriate planning mechanisms exist to manage rapid expansion while protecting community interests.
Civil Society Perspective
The Kota Damansara case also became part of a broader civil society discussion concerning data centre development in Malaysia.
Organisations including Greenpeace Malaysia and RimbaWatch highlighted concerns regarding the siting of data centres near residential areas, resource consumption, environmental impacts and the need for stronger planning safeguards.

Petaling Jaya, Selangor: When AI Infrastructure Became a Wider Urban Governance Debate
Background
The previous two Malaysian case studies illustrate how community concerns may emerge at different stages of data centre development.
In Gelang Patah, Johor, concerns developed during construction of a large-scale data centre project, focusing initially on dust, construction impacts and future resource pressures.
In Kota Damansara, Selangor, concerns emerged during the planning approval process, with residents questioning whether a large-scale digital infrastructure facility was appropriate within an established urban neighbourhood.
The Petaling Jaya AI Factory case represents a further evolution.
Rather than focusing only on a single proposed development, the discussion expanded into a wider debate concerning how Malaysia should govern the rapid growth of artificial intelligence infrastructure within existing urban areas.
The development commonly referred to as the KL1 Kuala Lumpur data centre, operated by NEXTDC, is located in Section 51A, Petaling Jaya, an established industrial and commercial area surrounded by mature urban development. The facility was officially launched in May 2026, with the event attended by Digital Minister Gobind Singh Deo and Selangor Menteri Besar Datuk Seri Amirudin Shari.
Unlike the Kota Damansara case, where objections centred on a proposed future development, the Petaling Jaya discussion developed around an operating facility and the broader implications of placing advanced AI infrastructure within a densely developed urban environment.
The case therefore provides an important transition point between planning concerns and operational concerns.
Community Concerns

At the national level, Digital Minister Gobind Singh Deo acknowledged that public concerns surrounding data centres include questions relating to energy, water and potential noise impacts. He stated that such concerns should be recognised as Malaysia expands its AI infrastructure capacity.
However, unlike several United States cases examined in →A09.01, the Petaling Jaya case has not developed into a documented low-frequency noise dispute supported by formal acoustic complaints, litigation or regulatory findings.

Beyond noise, the Petaling Jaya discussion became part of a broader national conversation regarding the resource requirements of AI infrastructure.
Data centres require significant electricity capacity and, depending on cooling technology, may require substantial water resources.
The Selangor government responded to concerns regarding water use and flooding by highlighting that modern facilities such as KL1 employ advanced cooling approaches, including recycled water systems and closed-loop liquid cooling technologies.
This illustrates an important aspect of infrastructure communication.
Communities often evaluate new developments based on general perceptions of the technology sector, while operators and authorities assess impacts based on specific engineering designs.
The difference between these two perspectives can create uncertainty if technical information is not communicated clearly.
Flooding and Urban Infrastructure Concerns
The Petaling Jaya discussion also intersected with wider urban concerns regarding flooding and drainage capacity.

In the United States, several disputes progressed from operational impacts towards litigation, including claims relating to noise, property rights and community disruption.
In Europe, many disputes developed through planning systems, environmental assessment processes, administrative review and human rights considerations.
Malaysia currently remains at an earlier stage.
Most community concerns have emerged before major operational disputes or litigation.
This provides an important opportunity.
Malaysia has the advantage of being able to observe international experiences and consider improvements before conflicts become deeply established.
The lessons from other jurisdictions suggest that effective infrastructure governance depends not only on:
- technical compliance;
- regulatory approval;
- engineering solutions;
but also on:
- transparency;
- meaningful engagement;
- clear communication;
- evidence-based decision-making.
As Malaysia continues to attract data centre investment, early attention to these issues may help establish a more balanced and trusted development framework.
